What is the Delaware Online Privacy and Protection Act (“DelOPPA”)?

The law prohibits websites, online services, and mobile applications targeting children from marketing or advertising products or services inappropriate for children's viewing, such as alcohol, tobacco, firearms, or pornography.

The law prohibits Internet service operators from using a child's personally identifiable information for marketing or advertising purposes, and disclosing it if it's known the information will be used for such purposes.

The operator of the Internet service is required to notify the advertising service when it provides marketing or advertising on the service that is targeted towards minors. Following this, the advertising service is directly prohibited from marketing and advertising the specific products or services.
