What is the California “Shine the Light” Law?

The California “Shine the Light” (“STL”) law is a disclosure statute enacted in 2005.  It is designed to provide consumers with information sharing practices of businesses. It gives residents of California the right, under certain circumstances, to request information from a business regarding the manner in which companies disclose certain categories of Personal Information to third-parties for their direct marketing purposes. To include the names and addresses of third parties who have received personal information and the categories of personal information revealed. Businesses are also required to make their contact information available to customers in one of three statutorily prescribed ways and consumers are able to opt-out of the disclosure of their personal information.
